About Scheduled Waste: Spill Prevention, Response & Management

Scheduled Waste spillage has occasionally happened in industry. It is observed that some industries do not have spill control procedure and skilled personnel to handle the spillage if it does occur. Also, there may be short of knowledge in the management of liquid waste and that eventually leads to unavoidable spillage. Workers are also not properly trained on handling of liquid wastes and prevention of spillage from happening. Worst, during spillage, it is known that managers and workers are not knowledgeable and not sure of how to handle the situation and clean up the spillage. It was shocked to get to know that in one of the companies, the manager even instructed the workers to use water to clean up the spilled oil and eventually the oil has flown into the river. It is violation of Environmental Quality (Scheduled Waste) Regulation 2005, Regulation 13 & 14 if employer does not prepare workers for spillage or accidental discharge of wastes as well as train them on how to handle the spillage.

Lack of proper procedure in scheduled wastes handling especially liquid wastes such as oil, solvent and paint may lead to accidental discharge of spillage. Furthermore, workers who are involved in waste generation and waste transfer does not have proper tools and were not trained on how to prevent spillage, or worst, how to clean up the spillage. In addition, Competent Person for Scheduled Waste Management (CePSWaM) needs to play the role of not only provide internal training to all workers, but also to provide technical expertise and supporting assistance in any clean-up operation, as according to Environmental Quality (Scheduled Waste) Regulation 2005, Regulation 14 (3).

The course covers the overview of scheduled waste management. Various type of pollutions that has brought disaster to our environment, illustrates with pollution cases in Malaysia. Determination of waste especially liquid waste is discussed. Liquid waste spillage handling and procedure are discussed. Various

liquid waste spill cases are studied, with the aim of prevention and avoidance in mind. Lastly various non- compliances cases that may leads to liquid waste spillage are listed and discussed. Also, including the spillage that causes by raw liquid material such as oil, solvent or paint, and ways to prevent the spillage is suggested. Training and set up of spill control team is illustrated. In conclusion, the participants will start by understanding the Scheduled Waste and the potential pollution that can be caused by mismanagement of wastes. The various mishandling that can lead to spillage and if it does occur, the ways to handle and contain the spillage. Training necessary for the workers who handle the liquid waste, set up of Spill Control Team and PPE required. The course will guide the Competent Person in Handling of Liquid wastes and avoidance of spillage, hence in compliance to the Environmental Quality (Scheduled Waste) Regulation 2005.

LEARNING OUTCOMES

At the end of this 2-day program, participants will be able to;

  1. Comprehend the scheduled waste management operation and strategies and scheduled waste characteristics, cradle-to-cradle concept, non-compliances as well as containers. Comprehend the definition of scheduled wastes and liquid wastes.
  2. Comprehend the liquid waste spillage procedure and study on the potential occurrence locations. Study on various liquid waste spillage cases and studied on who it can be prevented.
  3. Comprehend non-compliance cases that may lead to spillage.
  4. Understand the needs for training of personnel in handling the spillage and setting up of Spill
    Control Team. The step-in spill management if it does occur. Lastly, the safety equipment and
    Personal Protective Equipment (PPE) requires in handling of spillage.
